Quick verdict
Pick Oracle SQL Developer (desktop or the VS Code extension) if you need a capable, free Oracle IDE: PL/SQL editing and debugging, a DBA navigator, reports, Data Modeler and third-party migrations cost nothing. Pick Toad for Oracle if your team relies on Quest's automation, code analysis, DBA modules or bundled products such as SQL Optimizer, Code Tester and Spotlight, and can justify a per-user subscription. If you are starting fresh today, look at SQL Developer for VS Code first, because that is where Oracle is adding new features.
Toad for Oracle is a commercial development and administration tool from Quest Software. The current release is Toad for Oracle 2026 R2 (release notes revised 28 August 2026). It is a 64-bit Windows application; Quest also offers Toad for Oracle on Mac for Apple silicon, which runs through a Wine compatibility layer and has documented limitations. Quest sells it in editions that bundle extra Quest products, from Base up to DBA editions with Spotlight on Oracle and Benchmark Factory. See our Toad review.
Oracle SQL Developer is Oracle's free IDE for Oracle Database, built in Java. Version 26.2 was released on 14 July 2026 under the Oracle Free Use licence. It covers PL/SQL development and debugging, a SQL worksheet, a DBA navigator, reports, an integrated version of SQL Developer Data Modeler and migration of third-party databases to Oracle. Oracle also publishes Oracle SQL Developer for VS Code, a free extension that Oracle updates quarterly with capabilities from what it now calls "SQL Developer Classic" plus new features.

Key differences
Cost and licensing
SQL Developer is free. Oracle publishes it under the Oracle Free Use licence, and its Data Modeler pricing FAQ answers "Is Oracle SQL Developer Data Modeler free?" with "Yes", adding that customers with an Oracle Database licence can contact Oracle Support. SQL Developer for VS Code is also free, under the Free Use Terms and Conditions licence, and Oracle says it may send anonymous usage reports.
Toad for Oracle is a commercial product. The 2026 R2 release notes describe a free 30-day trial after signing in with a Quest account, subscription licences that renew automatically, and online licence management. Subscription licences require signing in, with internet access to Quest's licensing servers for the entitlement check, though a subscription can be activated for offline use. Quest's release notes list no free edition of Toad for Oracle.
Toad editions: what you actually buy
Quest's edition names have changed over the years, so check the current list rather than older names such as "Xpert" or "DBA Edition". The 2026 R2 release notes list: Base (Toad for Oracle); Professional; Professional DB Admin (Professional plus the DB Admin Module and Sensitive Data Protection add-ons); Xpert Plus (adds SQL Optimizer for Oracle); Developer Plus (adds Code Tester for Oracle and Benchmark Factory with 100 virtual users); DBA Plus (adds Benchmark Factory with 500 virtual users, Spotlight on Oracle and Toad Data Modeler); and DBA RAC Plus and DBA Exadata Plus, which add Spotlight's RAC and Exadata options. DBA editions also come in variants "with erwin" that include erwin Data Modeler Lite for Oracle. Every edition is available in an "AI Enabled" version that adds AI Explain.
The practical point is that much of Toad's value above the Base edition comes from bundled Quest products, so compare the edition you would actually need against SQL Developer, not the top of the range.
PL/SQL development and debugging
Both tools are built around PL/SQL. SQL Developer's documentation describes running and debugging functions and procedures: compile the subprogram for debug, set breakpoints, then step over and into code from the Debugging log tab. The VS Code extension has its own PL/SQL debugger using VS Code's native debugging (breakpoints, step into and over, variables and call stack). Toad includes a debugger (the 2026 R2 release notes list changes to it) and a Code Analysis feature, which its new Toad Chat assistant can also invoke; higher editions add SQL Optimizer and Code Tester.

/Debugging uses Oracle's debug API, so the database user generally needs debug privileges such as DEBUG CONNECT SESSION. SQL Developer's documentation describes debugging stored functions and procedures; to step through logic like the block above, the usual approach is to put it in a procedure and debug that.
Administration
SQL Developer's DBA navigator is more extensive than many people expect for a free tool. The 26.2 User's Guide lists nodes for initialisation parameters, Data Pump export and import jobs, RMAN backup and recovery, AWR snapshots and baselines, ADDM, ASH reports, Resource Manager, the scheduler, auditing, users, roles and profiles, tablespaces and redo logs. Some performance features need Oracle's paid packs, for example Real Time SQL Monitor requires the Oracle Tuning Pack.
Toad's base product includes a Session Browser with lock details, LogMiner and audit policy tools, and the DB Admin Module and Spotlight on Oracle (with RAC and Exadata options) are sold in higher editions. In our view, a DBA team that already depends on Spotlight or Toad's automation scripts has a stronger reason to stay with Toad than a developer who mainly writes PL/SQL.
Platforms and the move to VS Code
Toad for Oracle is a Windows product first. Toad for Oracle on Mac runs on Apple silicon through Wine, and Quest lists limitations: no task scheduler, no version control integration in Team Coding, no Quest Auto Update and no additional Quest products. SQL Developer runs on Windows, macOS and Linux because it is a Java application; the 26.2 downloads bundle JDK 17 for Windows x64 and macOS (Apple silicon), while the Linux RPM and the no-JRE archive need JDK 17 or later.
Oracle's own pages point to VS Code as the place for new features. The SQL Developer 26.2 release notes list updated Java and security fixes, deprecate the ORDS feature and note that SQLcl is no longer bundled. The VS Code Marketplace listing says the extension's updates are "delivered quarterly, adding capabilities from SQL Developer Classic along with new features". We found no formal end-of-life notice for the desktop product, but new SQL Developer users should evaluate the extension.
Pricing and licensing
Oracle SQL Developer. Free under the Oracle Free Use licence, as are SQL Developer Data Modeler and SQL Developer for VS Code. Oracle Support is available for these tools to customers who already have an Oracle Database support contract.
Toad for Oracle. Paid, per user, sold as subscriptions in the editions listed above, with "AI Enabled" variants and a free 30-day trial. Quest's product and shop pages did not render for automated reading when we checked, so we do not quote prices; ask Quest or a reseller for the edition you need.

Because Oracle's new features now arrive in SQL Developer for VS Code, new users should start there or keep both. Toad for Oracle earns its price where teams use what SQL Developer lacks: Quest's automation, Code Analysis, SQL Optimizer, Code Tester and Spotlight, under vendor support. Price the specific edition you need before deciding, and trial it for 30 days against your own workload.
